The council have just announced which carriageways and footways are to be renewed in the next financial year.

“Lambeth roads (carriageways/footways) are given a condition score out of 10 (10 being the worst). Only roads with a condition score of 6 or higher are further analysed for resurfacing works. A final score is then calculated using the condition score and criteria such as the parameter of the road in relation to its distance from schools, hospitals and A/B road linkages, also taking into account traffic sensitivity and planned utility work etc.  A planned works list is created and the road is positioned (on the list) based on the final weighted score achieved.”

Local investment projects from the Beaufoy sale announced!

Last year your Labour councillors won a commitment from Lambeth Council that £200,000 of the profits from the sale of the Beaufoy Institute on Black Prince Road would be spent locally, with the decision made by local councillors after a consultation of local people.

Last November we consulted every home in Prince's ward, and received over 100 responses. Since then we've been working closely with council officers to draw up the priorities for the money to spent on. We've also put the money from the Beaufoy Institute together with the developer's contributions from the development at Old Lilian Baylis School.

Durning Library
The largest number of people responding to our consultation wanted to see investment in the Durning Library, and we agreed that this crucial community resource should benefit. However, Lambeth Council has announced a massive £800,000 investment into the building at the Durning, so we wanted to see this extra money invested in a specific project which wouldn't otherwise benefit the Library. Lambeth Libraries officers, in consultation with the Friends of Durning Library, have advised on a need for improved IT equipment in order to deliver IT training and allow for privacy for users of the computers. So we have chosen to spend £26,000 on providing a further eight computers in the adult lending area, reconfiguring the space so it can be used for IT classes, purchasing new computer desks with dividers, and providing a ‘lap-top bar’ with wifi. 

Lollard Street Adventure Playground
Lambeth Council recently handed Lollard Street Adventure Playground over to the Kennington Association, who have exciting plans to increase the usage of the facilities. The playground is in a serious state of disrepair and in need of capital investment. The Kennington Association, having taken possession of the site have assessed that a full refurbishment would cost around £200,000. The KA are to progress this in four stages, refurbishing four zones of the area in succession. So we have decided to spend £150,411 towards funding the refurbishment of the first three zones of Lollard Street Adventure Playground, to help create a top quality, modern, free, supervised play facility for our area's young people.

Traffic study to investigate the greening of Tyers Street
The Vauxhall Gardens Estate Residents and Tenants' Association (VGERTA) have been investigating the idea of greening over Tyers Street - currently a wide, empty and featureless street through the estate - and creating a linear park, linking Vauxhall Pleasure Gardens with smaller parks further north. More recently similar proposals to green Vauxhall Walk have been put forward by business group Vauxhall One. The next step needed is a proper investigation into how these changes might affect traffic and access to homes and businesses. So we are proposing to allocate £10,000 towards a transport modelling study for the closure of Tyers Street and Vauxhall Walk

Relandscaping ‘the pit’ outside Coverley Point
Coverley Point and Haymans Point are two 1960s towers on Vauxhall Walk, which are part of the Vauxhall Gardens Estate. They are designed with large sunken concrete areas around the base of the towers. 'The pit' outside Coverley Point has suffered badly from antisocial behaviour - particularly from large groups of 'freerunners' congregating and disturbing residents. Lambeth Living and representatives of VGERTA are keen to pursue a scheme to ‘green’ the sunken area facing Vauxhall Walk, reducing antisocial behaviour and greatly improving the attractiveness of the local environment. So we have chosen to spend £40,000 on relandscaping 'the pit' to VGERTA and Lambeth Living's plans.

There was also strong support for refurbishing the playground between Mountain House and Sullivan House - Lambeth Living have confirmed that they have funds to carry out this work, so this will be taking place as well.

Councillors Lorna Campbell, Mark Harrison and Stephen Morgan said:
'We're really excited that these five fantastic projects are going to be funded, and we're proud that we've insisted on local people having a say in how money from big developments is spent. We hope this consultation will be a model for future local involvement in decisions about how money from big developments gets allocated.'

Spring Mews planning application



Aplanning application has been submitted by CLS Holdings for their Spring Mews development.

The application is for: Redevelopment of 2-16 (evens) Tinworth Street and 100-110 Vauxhall Walk to provide a mixed use scheme comprising a range of buildings up to 8 storeys in height; providing a 120 bedroom hotel (4,353sqm GIA), student accommodation and associated support facilities including 402 student bedrooms (11,355sqm GIA), a convenience retail store (245sqm GIA), a series of small business units (use class B1 - totalling 469sqm GIA) a replacement community centre (561sqm GIA), associated basement servicing area, new public realm, public realm improvements and disabled parking. Please note that no development works are proposed to 92-98 (evens) Vauxhall Walk, Shaftesbury House, Cromwell House and 112 Vauxhall Walk; which would be retained. These are included within the application site to allow for proposed improvements to the public realm and pavements along Vauxhall Walk to the front of these properties.

This is a particularly important development for the community as it will involve re-providing the Vauxhall Gardens Community Centre.

This is especially important for residents who live within the area created by Black Prince Road/Kennington Road/Kennington Lane/The Railway Line as the Vauxhall Gardens Community Centre was set up for the area's benefit.

Temporary road closures- Jonathan Street

TEMPORARY ROAD CLOSURES
JONATHAN STREET, TINWORTH STREET AND WORGAN STREET

1. NOTICE IS HEREBY GIVEN that, to enable Thames Water to carry out Victorian Mains replacement works, the Council of the London Borough of Lambeth intend to make an Order the effect of which would be to temporarily ban vehicles from entering that length of:-
(a) Jonathan Street which lies between Vauxhall Walk and Tyers Street (alternative routes would be available for vehicles via (i) Vauxhall Walk, Glasshouse Walk and Tyers Street; and (ii) Tyers Street, Black Prince Road and Vauxhall Walk);
(b) Tinworth Street which lies between Vauxhall Walk and a point 22 metres north-west of Vauxhall Walk (alternative routes would be available for vehicles (i) Vauxhall Walk, Glasshouse Walk, Tyers Street, Black Prince Road and Albert Embankment; and (ii) Albert Embankment, Black Prince Road and Vauxhall Walk);
(c) Worgan Street which lies between Jonathan Street and a point 25 metres south-west of Jonathan Street.

2. The bans would only apply at such times and to such extent as shall be indicated by the placing of the appropriate traffic signs.

3. The Order would come into force on 29th August 2011 and will continue for a maximum duration of 5 months or until the said works have been completed, whichever is the sooner.

Spring Mews public exhibition



Spring Mews is a proposed new mixed-use scheme including student accommodation with retail, hotel, and a new community centre and cafe. The proposed new development is sited on land bounded by Tinworth Street to the North, Vauxhall Walk to the east, Glasshouse Walk to the south and the railway line to the west.

The proposals have been developed in discussions with Lambeth Council and in liaison with the Vauxhall Gardens Community Centre.

About the existing site and proposals

The site is underutilised at present and has been identified for redevelopment in Lambeth Council’s Local Plan for some considerable period of time. The community centre is tired and the overall run-down site only provides around 20 jobs with most of the site used for coach parking.

CLS's proposals provide for a modern community centre to be built in the same location and the provision of over 80 jobs on the site with new commercial uses. In addition, by providing student accommodation CLS is supporting the delivery of the Council’s affordable housing provision by reducing the demand on the private rented sector that would otherwise be available for family housing. New retail and a public mews will also add to the local amenity and setting with better pedestrian links through to local green spaces and architecture sensitive to the area’s heritage.

Vauxhall Walk waiting restrictions

ROAD TRAFFIC REGULATION ACT 1984

VARIATION OF THE WAITING RESTRICTIONS VAUXHALL WALK

(Note: This notice is about the variation of the waiting restrictions in Vauxhall Walk.)

1. NOTICE IS HEREBY GIVEN that Lambeth Borough Council, on 15th June 2011 made the Lambeth (Waiting and Loading Restriction) (Amendment No. 199) Order 2011 under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Order will come into force on 27th June 2011.

2. The general effect of the Order will be to ban waiting at any time in that length of Vauxhall Walk which lies on the south-east side, between a point 2.9 metres north-east of the party wall of Nos. 1 and 3 Vauxhall Walk and a point 2.5 metres south-west of the party wall of Nos. 7 and 9 Vauxhall Walk.

3. If you have any enquiries, please telephone the Council's Transportation Group on 020 7926 0324.

4. The restrictions are part of a larger scheme which included the installation of road humps in Vauxhall Walk and is intended to reduce traffic speeds, prevent obstructive parking and thereby improve road safety for all road users.

Queen Anne becomes Tea House Theatre

The Queen Anne (orange pub in the far left of this picture) has been closed since last summer's tragic murder of its landlady Denise D'Courtenay in the Dominican Republic.

Now new owners are relaunching the venue as the Tea House Theatre, due to open in a few weeks' time. In advance of the opening the people behind the Tea House Theatre are organising a Royal Wedding Street Party for all residents of the Vauxhall Gardens area. It promises to be a memorable afternoon with animals from the Farm, cricket, bingo, tea, cake, jelly and ice cream. Local groups and businesses such as VGERTA, Vauxhall City Farm, the Friends of Vauxhall Spring Gardens, and Franklands Butcher are getting involved.

In preparation for opening the owners have submitted a planning and licensing application for their new venture.

Temporary road closures- Newport Street and Vauxhall Walk

TEMPORARY ROAD CLOSURES NEWPORT STREET AND VAUXHALL WALK

1. NOTICE IS HEREBY GIVEN that, to enable traffic calming works to be carried out the Council of the London Borough of Lambeth, intend to make an order the effect of which would be at certain times to ban vehicles from entering that length of :-

(a) Newport Street which lies between Black Prince Road and a point 40 metres north-
east of Black Prince Road (an alternative route for vehicles would be available via
Black Prince Road, Lambeth High Street and Whitgift Street);
(b) Vauxhall Walk:
(i) between Black Prince Road and the north-eastern kerb-line of Jonathan
Street; and at certain other times
(ii) between the south-western kerb-line of Jonathan Street and Glasshouse Walk,
an alternative route for vehicles would be available via Black Prince Road, Tyers
Street, Jonathan Street and Vauxhall Walk.

2. Whenever the bans referred to in paragraph 1(b) (i) or (ii) above applies, (a) the one-way working in Vauxhall Walk would be suspended; and (b) the one-way working in Tyers Street between Black Prince Road and Jonathan Street would be suspended.

3. The bans and suspensions would only apply at such times and to such extent as shall be indicated by the placing of the appropriate traffic signs.

4. The order would come into force on 2nd November 2010 and would continue for a maximum duration of 2 months or until the works have been completed whichever is the earlier.

Further cycling improvements in Vauxhall Gardens

(Note: This notice is about exempting pedal cyclists from the one-way systems in Aveline Street, Brangton Road, Frazier Street, Glasshouse Walk, Juxon Street, Newburn Street, Orsett Street and Wynyard Terrace.)

1. NOTICE IS HEREBY GIVEN that the Council of the London Borough of Lambeth on the 6th October 2010 made the Lambeth (Prescribed Routes) (No. 2) Traffic Order 2010, under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Order will come into force on 16th October 2010.

2. The general nature and effect of the Order will be to exempt pedal cycles from the existing one-way systems in Aveline Street, Brangton Road, Frazier Street, Glasshouse Walk, Juxon Street, Newburn Street, Orsett Street and Wynyard Terrace and allow them to proceed contra flow to the one-ways. NOTICE IS HEREBY GIVEN that Lambeth Borough Council in conjunction with Transport for London on 6th October 2010 made the London Borough of Lambeth (London Cycle Hire Scheme) (Parking Places) (No. 2) Order 2010, the Lambeth (Kennington) (Parking Places) (No. 4) Order 2010 and the Lambeth (Free Parking Places) (Limited Time) (Revocation Order) (No. 1) Order 2010, under sections 6, 45, 46, 49 and 124 and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984. The Orders will come into force on 18th October 2010.

2. The general effect of the Orders will be to:-
(a) reduce the length of certain existing on street parking places in Vauxhall Street; and
(b) revoke an existing free limited time parking place in Oval Way,
so as to provide new cycle docking station parking places for the London Cycle Hire Scheme.

3. The Orders are necessary to provide additional cycle hire docking station parking places.

5. 6. If any person wishes to question the validity of the Orders or any of their provisions on the grounds that it or they are not within the powers conferred by the Road Traffic Regulation Act 1984, or that any requirement of that Act or of any instrument made under that Act has not been complied with, that person may, within 6 weeks from the date on which the Orders are made, apply for the purpose to the High Court.

Traffic calming in Vauxhall Walk

NEW ROAD SAFETY SCHEME – VAUXHALL WALK

PROPOSED ROAD HUMPS AND CHANGES TO THE WAITING RESTRICTIONS

(Note: This notice is about the Council’s proposals to vary the waiting restrictions in Vauxhall Walk and the installation of road humps in Glass House Walk, Jonathan Street and Vauxhall Walk. Comments and objections may be made - see paragraph 7.)

1. NOTICE IS HEREBY GIVEN that Lambeth Borough Council, propose to make the Lambeth (Waiting and Loading Restriction) (Amendment No. *) Order 2010 under sections 6 and 124 of and Part IV of Schedule 9 to the Road Traffic Regulation Act 1984.

2. The general effect of the Order would be to ban waiting at any time in that length of Vauxhall Walk which lies on the south-east side, between a point 2.9 metres north-east of the party wall of Nos. 1 and 3 Vauxhall Walk and a point 2.5 metres south-west of the party wall of Nos. 7 and 9 Vauxhall Walk.

3. FURTHER NOTICE IS HEREBY GIVEN, that Lambeth Borough Council propose to:-

(A) construct the type of road humps known as “sinusoidal road humps” in (a) Glasshouse Walk (i) approximately 10.4 metres east of the north-eastern kerb-line of Vauxhall Walk; and (ii) approximately 14.5 metres south-west of the south-western kerb-line of Vauxhall Walk; (b) Jonathan Street, approximately 11 metres east of the eastern kerb-line of Vauxhall Walk; (c) Vauxhall Walk (i) approximately 9.8 metres south-west of the southern kerb-line of Salmanca Street; (ii) approximately 22.8 metres north-east of Randall Row; (iii) approximately 23 metres south-west of Randall Row; (iv) approximately 10.1 metres south-west of Jonathan Street; (v) approximately 9.5 metres north of Tinworth Street; (vi) approximately 20.5 metres south of Tinworth Street; (vii) outside Nos. 1 to 10 Cromwell House, Vauxhall Walk.

(Each "sinusoidal road hump" would be an elevated section of carriageway, 75 millimetres higher at its highest point than the surrounding carriageway and extending across the full width of the carriageway and having a length of 3.7 metres.)
(B) construct the type of road hump known as a “speed table” in Vauxhall Walk outside Nos. 3/5/7 Vauxhall Walk. The “speed table” would be an elevated section of carriageway with a flat top, 75 millimetres higher at its highest point than the surrounding carriageway and extending across the full width of the carriageway from kerb to kerb without a break measuring 6.40 metres in length.

5. The proposals are intended to reduce traffic speeds and thereby improve road safety for all road users.

A map showing the location of the “sinusoidal road humps” and “the speed table” can be inspected between the same hours until 6th September 2010 at the same address. 7.
